
Assists Political Affairs pillar of the Centre with information/correspondence management aspects of the programmatic activities, including transmittal and receiving the UN official correspondences, as/if necessary, ensuring compliance with sensitive data/information handling, management and associated cyber security standards, requirements and policies. Leads and coordinates the provision of the IT infrastructure and service during conferences including online registration, logistics, WiFi access, security aspects, network infrastructure, side-events registration, videoconferences, paperless and virtual meetings services.

Responsible for ensuring adherence to UN/OICT standards, user access control to various systems or sub-systems, monitors, detects, and rectifies any incidents that occur, including server logs, maintaining user and technical documentation, including hardware and software inventory and licenses. Coordinates setting up, installation, configuration, upgrade, and regular maintenance of required systems and software, establishing of redundancies, rollovers, and recovery plans, including backup and disaster recovery. Ensures effective coordination with other UN agencies to maximize possibilities of inter-agency collaboration in the field of telecommunications. Collaborates with HR in the preparation of training modules and other training activities in all aspects of ICT technology usage. Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison. Provides engineering services related to planning, implementation and maintenance of local and wide area telecommunications networks and associated IT infrastructures. Establishes performance standards for ICT equipment and services and recommends corrective measures to improve service quality and operational performance.

Identifies appropriate standards to procure ICT equipment at the least cost and in the most expeditious manner and provides support for the development of technical specifications for procurement of equipment evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment. Drafts specifications and standards for ICT such as hubs, routers, switching systems, and prepares and makes presentations on ICT solutions, technological enablers, networks and equipment to staff Designs, installs tests and commissions various telecommunications systems such as local area networks, metro-area network, or country-wide or regional networks. Responsibilities Within delegated authority, the Telecommunications Officer will be responsible for the following duties: The Telecommunication Officer reports to the Administrative Officer and to the Special Representative of the UN Secretary-General, Head of UNRCCA. The incumbent should have a wide range of technical skills and experience in Telecommunications and IT. The incumbent is responsible for managing day to day operation of the ICT unit responsible for the provision of a wide range of ICT support services in support of the UNRCCA activities and personnel stationed across the Central Asian region, including planning and executing long-term strategic projects. This position is located in the Mission Support pillar of UNRCCA in Ashgabat, Turkmenistan. The goal of the UNRCCA is to assist the governments of the region in building their conflict prevention capacities through enhanced dialogue, confidence building measures and establishing partnerships in order to respond to existing threats and emerging challenges.

Setting and Reporting The United Nations Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) was established at the initiative of the five Central Asian states in December 2007.
